EMR Datacenter's transaction window uses the default quantity for services and procedures as defined in the Procedure Catalog.

Default quantity activated in Procedure Catalog

A default quantity (other than 1 unit) can be defined in the Procedure Catalog.  This will affect the default quantity displayed on the EMR Datacenter transaction window.
