Blank diagnosis record
This area has been changed to prevent a blank diagnosis from being filed (which also means a users can't completely clear a diagnosios, but not a practical barrier). Previously, if the user entered the diagnosis window, a blank date/time stamp was created in anticipation of ICD codes being added.
This is now corrected.
